The film explores small-town politics and the obstacles that come with progressive leadership, while examining violence and prejudice within faith communities. It also probes the complicated relationship between victims and law enforcement institutions. Inspired by true events, this prelude sets the stage for an upcoming feature-length thriller of the same name.
