Criminally Insane 2 is a horror film following Ethel Janowski, a mass murderer released from a mental hospital into a halfway house when the institution faces budget cuts. Psychotic and delusional, Ethel is driven by an obsession with food—her original killing spree began thirteen years earlier when she murdered her grandmother for forcing her onto a diet. Now sampling home-cooked meals at the halfway house, Ethel will stop at nothing to satisfy her appetite, setting off a new wave of violence. The film blends dark comedy with exploitation horror, exploring the dangerous consequences of underfunded institutions and a killer whose murderous impulses are inseparable from her compulsive hunger.
