Tokyo ESP(2014)

Tokyo ESP is a supernatural anime series following Rinka Urushiba, a high school student whose ordinary life transforms after she witnesses mysterious glowing fish swimming through the sky. She awakens with the ability to pass through solid objects, a power she initially dismisses as a hallucination until Kyotaro Azuma—who can teleport—confirms he saw the same phenomenon. Together, they discover they're not alone; others have gained similar abilities. Rinka and Kyotaro band together to protect their city from those who would weaponize these newfound powers for destructive purposes.
