Karniggels(1991)

Karniggels is a German comedy following Köppe, a newly trained but painfully shy policeman posted to a sleepy northern town. With virtually no crime to speak of, Köppe fills his days investigating a string of baffling cow murders while juggling romantic interest from two women and an unlikely friendship with a charming small-time crook.
