A Perfect State(1997)

A Perfect State is a 1997 British sitcom that aired on BBC1 for seven episodes. Gwen Taylor stars as Laura Fitzgerald, Deputy Mayor of the fictional coastal town of Flatby. When Laura discovers that Flatby was never included in the Domesday Book, she realizes the town has never been officially annexed into the United Kingdom. Seizing the opportunity, she convinces the townspeople to declare Flatby an independent state, much to the frustration of the London government. The series follows the comic chaos that ensues as this small English town attempts to break away and forge its own identity. Richard Hope, Trevor Cooper, Emma Amos, and Danny Webb round out the ensemble cast. The show was filmed primarily in Wivenhoe, Essex.
