Whirlwind Raiders is a 1873-set Western following Steve Lanning, who infiltrates the corrupt Texas State Police by posing as a wanted outlaw. After the Texas Rangers disband, the State Police seize control through brutality and graft. Lanning's undercover mission aims to expose and dismantle the organization from within. Working alongside the Durango Kid, he sabotages their raids and builds a case against them. But when the State Police discover Lanning's true identity and his connection to the Durango Kid, his operation unravels. Now hunted by the very men he sought to bring down, Lanning must survive long enough to complete his mission and restore justice to Texas.
