Who Is He is a Chinese crime drama that follows Detective Wei Guo Ping, a police captain haunted by a traumatic operation in 1988 that claimed his comrades' lives and allowed a serial killer to escape. Eight years later, Wei Guo Ping confronts a horrifying new case: a corpse dismemberment murder that has terrorized the city of Ningjiang.
